Black Transporters replaced the Toros in the 1990s. Kidnapping incidents spread from Africa to Asia and Europe. Organized Crimes were committed by state institutions. Educators, doctors, civil servants and dozens of people were deprived of their freedom for months and years and were subjected to torture and inhumane treatments.
