Biography

Kemal Bilici, a teacher who was dismissed and arrested by the statutory decree, died in his third year in prison. Bilici was expelled by statutory decree after July 15th when he was a classroom teacher in Manisa. He was not released from prison although he was diagnosed with “depression related to confined space”.
Eighteen teachers, including Kemal Bilici, who was detained on August 18th, 2016, after his dismision with a statutory decree, were arrested. Kemal Bilici, one of the teachers, each of whom was sentenced to 7.5 years, was held in Manisa T Type Prison.
It was stated that Kemal Bilici, who lost his life on September 11 and was found to have no health problems when he was arrested, started to have psychological problems due to the problems he had in prison. It was learned that Bilici, who was stated to be very depressed due to the pressures coming from his environment, was diagnosed with “depression due to closed space” in prison and psychological medicines were given. Bilici was not released despite this diagnose.

In the third year of his imprisonment, Kemal Bilici, who was discharged after July 15 and later arrested, died.
After the discharge from their jobs, 18 KHK teachers, including Kemal Bilici, who were detained on August 18, 2016, were arrested. Kemal Bilici, one of the teachers, sentenced to 7.5 years, was in Manisa Prison.

Before his arrest, it was learned that he had no health problems. However, Kemal Bilici started to experience psychological issues because of the difficulties he had in prison.
Because of his stress in prison, Kemal Bilici was prescribed drugs after being diagnosed with claustrophobia depression.LOST THE ABILITY TO SPEAK AFTER MEDICATIONS

After he started taking the drugs, Bilici began to experience problems such as disturbances in his thoughts and limitations in his movements. Furthermore, he was unable to speak on the phone in recent times.

Although the family stated that the drugs were affecting him negatively, Bilici continued to be given (prescribed) medication without going through a comprehensive medical check-up. In addition, he was unable to fully understand his family’s warnings due to the attention deficit (distractibility).

REFERRED TO MENTAL AND NEUROLOGICAL DISORDERS HOSPITAL

After the applications made to the public prosecutor’s office, the prison administration observed that Bilici’s condition was getting worse; Bilici was referred to Manisa Mental and Neurological Disorders Hospital on August 22.

Bilici was immediately hospitalized, and the dose of his medication was reduced, then his condition began to improve.

THREE OTHER PRISONERS HAVE SIMILAR PROBLEMS

It was learned that three other detainees brought from Manisa T Type Prison to the same hospital had similar problems such as slow movement, difficulty in speaking and distraction.
It is claimed that the same drugs are given to everyone who has psychological problems in prison, and the given medication dose is risky for the patients.
Bilici was given two drugs named Zestat and Gyrex. However, because Bilici was distracted at the time of the drug use, it is unknown whether the dose of the medication he was using was correct or was he using other medications.

DIED ON SEPTEMBER 11

Bilici died on Wednesday (September 11) while his treatment was in progress in the hospital. According to the first information, Bilici died because of a heart attack. His autopsy lasted approximately three hours. The exact cause of death will be clear after the announcement of the autopsy report.
Bilici, who was a 25-year teacher and father of two, was buried in Sarigol, Manisa.

THERE ARE HUNDREDS OF SICK DETAINEES IN PRISONS

After July 15, non-referral or late referral to hospitals in prisons became common practice. Not to evacuate sick prisoners is another method.
According to the report of the Central Prisons Commission of the Human Rights Association (HRA), there are 1333 prisoners in the prisons; 457 of them are incredibly sick. (the data is from 23/09/2019)
